Dr. Marvin Carroll
President & CEO
Before launching Tec-Masters, Dr. Marvin Carroll designed simulations for anti-tank missiles. His work on the Tube-launched, Optically tracked, Wire-guided (TOW) missile system helped him progress to the management of missile systems, which involved development, testing, manufacturing and building. He served as the deputy project manager and chief engineer for the HELLFIRE/Ground Vehicle Laser Locator Designator Project Office of the U.S. Army Space and Missile Command. After designing weapons systems for the Department of Defense as a civilian contractor, in 1988 Dr. Carroll leveraged his experience in systems engineering, logistics and programming along with his knowledge and contacts to establish Tec-Masters, Inc., a company that has come to symbolize what service is to Government and commercial customers.
“It’s not so much how good you are or what you know, it’s all about a customer’s requirements. It’s your job to try to understand them and try to convince the customer that you’re the one who can satisfy. At the end of the day, the business exists because we have people that possess these skillsets required by the customers. You have to take the steps to try and get the best people to do the job that’s required by your customer.”
Because giving back to the community has always been part of Dr. Carroll’s character, and knowing the challenges of growing a small business, he instilled mentorship as an integral part of the Tec-Masters corporate culture and mission. From technology transfer to business operations best practices, our company provides mentoring in a variety of forms to address specific business challenges.
Dr. Carroll has a doctorate and Master of Public Administration from Nova University; a Bachelor of Science in electrical engineering from Howard University; and, is a graduate of the Defense System Management College in Fort Belvoir, Virginia.
Reggie Spivey
Chief Operating Officer
Reggie Spivey is a seasoned aerospace professional, bringing more than 35 years of diverse experience in the design, development, and operation of space flight systems. He has served in a variety of leadership roles, overseeing large teams of professionals across disciplines including engineering, science, and technical operations. His work encompasses crucial facets of space exploration, from planning and testing to mission operations and post-landing procedures. Mr. Spivey’s proficiency extends to space-qualified hardware and system development, including key elements of large programs such as the Space Launch System (SLS) and International Space Station (ISS).
Over the course of his career, Mr. Spivey has undertaken roles of increasing responsibility and impact. Starting as a Thermal Analyst at Teledyne, his journey includes contributions as MSG Project Manager, ISS Commercial Payload Integration Program Manager, and Director of Engineered Products and Solutions. In 2018, he was promoted to Vice President of the Space Systems Business Unit, at a Fortune 500 company, where he managed a team of over 450 professionals developing, testing, integrating, and operating hardware and software for NASA’s Space Launch System (SLS), and International Space Station (ISS). His innovative leadership was further displayed during his tenure, in the 1990’s, at a small business startup, where he worked as a Payload Developer, Project Engineer, and designer, ultimately taking on the role of Project Manager for multiple high-impact scientific investigations and facilities aboard the ISS.
Beyond his professional endeavors, Mr. Spivey’s accolades reflect his dedication to the field. Recipient of awards including the AIAA Aerospace Engineer of the Year, NASA Silver Snoopy Award, NASA Space Flight Awareness Team Award, and NASA Silver Achievement Medal, he continues to make a profound impact on the space industry. An Auburn University alumnus with both Master’s and Bachelor’s degrees in Mechanical Engineering, Mr. Spivey is a licensed private pilot and active member of various professional societies and organizations, including the American Institute of Aeronautics and Astronautics (AIAA), the American Astronomical Society (AAS), and the National Space Club where he serves as the 2022-2023 Chairman. He also dedicates his time to serving on several advisory boards and contributes to philanthropic causes, reflecting his commitment to the industry and community alike.
Hillary Brown
Director of Lawton Operations
Hillary Brown, our Director of Lawton Operations, began working with Tec-Masters as an intern in college and has been with us ever since. She graduated from Cameron University with a Bachelors of Business Administration (BBA) with a concentration on Management and dual minors in Marketing and Accounting. As a company Director, Hillary serves as a Program Manager for several customers including the Fires Center of Excellence Systems Engineering and Technical Assistance (FCoE SETA) contract.
